If approved, City Place could be the first large-scale development in years to fill the shoes of the middle income marketplace in Ann Arbor. Local builder, Alex de Parry, hopes to fill a niche not often targeted in the Ann Arbor marketplace - workforce housing. Units ranging from one to three bedrooms would be rented at between 80 - 120% of the city's median income. The US Dept of Housing and Urban Development estimates this will equate to between $1,193 and $1,879 for a two-person household.
To build City Place, some of rental homes on the east side of Fifth Avenue just south of William Street would need to be demolished. Parking, an oft discussed topic in Ann Arbor, is proposed to be provided by way of an underground garage. The project's facade has been designed to look like a series of Boston brownstones.
Currently the rental homes existing on the proposed plot provide living for a mix of downtown workers and University staff and students. The site would have to be re-zoned to allow for the proposed construction of the four-story building. With the help of a new Michigan law, de Parry is requesting a conditional zone change from residential to commercial class. His proposal also stipulates that the property would be entirely residential, building height would be limited to four stories and the historial property on the corner of Fifth Avenue and William Street would be preserved.
